Phill has a wealth of Telecoms experience in the Pacific region having held senior leadership positions in the technology and telecommunications industry over several decades.
His experience includes 15 years as General Manager, with Telecom Cook Islands Limited from 1991 to 2005. Prior to that he worked for 10 years with Cable and Wireless (Cook Islands), which is where he began his career in telecommunications as an Engineer Technician in Satellite Network operations. From 2005, Henderson has held positions with increasing responsibility in technology sales and delivery with Alcatel-Lucent/Nokia in New Zealand culminating as the Customer Delivery Leader for the Pacific Islands for the full portfolio of Alcatel-Lucent products. In late 2015 he returned to take up the Country Manager role with Bluesky Cook Islands and is currently the CEO for Vodafone Cook Islands.
George Samisoni is the President of the Pacific Islands Telecommunications Association (PITA). He earlier served in the PITA Executive Committee before elected to be President at the PITA 23rd AGM in April, 2019.
George is also the Chief Executive Officer of the Fiji International Telecommunications Pte Ltd (FINTEL), Fiji’s international telecommunications gateway operator, with over 20 years’ experience in submarine cable and satellite system operations and commercial management.
He attained his Post Graduate in Telecommunications Management in 2004 at the Coventry University, in the United Kingdom.

Kevin is a seasoned Telecoms professional of over 30 years who has provided solutions to telecommunications providers worldwide. Being passionate about technology and having extensive knowledge of both mobile and fixed networks, Kevin has headed the Maser NetworkIQ team for almost 10 years year’s. Alongside his team at Maser, Kevin continues to help telecommunication providers across Australia, NZ and the Pacific Islands resolve issues related to bandwidth management, end user QoE and increased revenue
As Vice President of Product Development, I have the responsibility of defining and executing our product development for MBS, CDG's robust, scalable web and mobile billing solution. I manage the product development and conversion groups, a talented team of programming, design, and tech support specialists that are not only knowledgeable about the product as a whole, but are also highly specialized in developing and supporting very specific parts of our integrated systems.
Aside from my management role, CDG also affords me a very unique opportunity to work closely with our client partners every step of the way as they migrate to CDG’s MBS products. An award-winning cybersecurity advocate with over 28 years in the field of information technology, Philip Victor has served more than two decades in the cybersecurity domain. A recipient of the Senior Information Security Leadership Award for outstanding contribution in enhancing public-private partnerships globally. His role includes, spearheading Cyber Risk for Critical Infrastructure practice and engagement with the International Telecommunication Union (ITU) and governments
In his previous role working with the United Nations’ (UN) specialized agency, the International Telecommunication Union (ITU), Philip was instrumental in assisting governments globally in enhancing their cybersecurity posture through various initiatives and projects including National Cybersecurity Strategy, Child Online Protection, National Computer Emergency Response Team, Capacity Building and International Cooperation.
He is a regular speaker at numerous international conferences, forums and seminars in cybersecurity and has published articles for publications both locally and internationally. He has also been featured and interviewed in international media as a cybersecurity expert and advocate on global issues. Philip sits on Taylor’s University Industry Advisory Panel and serves on the Board of Study for the International Business School at University Technology Malaysia.
Ms. Atsuko Okuda was appointed as the Regional Director in April 2020. Prior to the new assignment, she was the Chief of the ICT and Development Section of the ICT and Disaster Risk Reduction Division of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in Bangkok, Thailand from 2015 to 2020. At ESCAP, she promoted the development of regional broadband connectivity and inclusive broadband through the implementation of the Asia-Pacific Information Superhighway (AP-IS) initiative.
Before joining ESCAP, Ms. Okuda served the United Nations Economic and Social Commission for Western Asia (ESCWA) in Beirut as the Chief of the Governance and State building Section and as the Team Leader responsible for ESCWA Knowledge Management. Prior to it, she contributed to the Umoja project, the UN Secretariat ERP initiative, as Testing Manager at the Department of Management, UNHQ for 2 years. From 2002 to 2010, she was responsible for promoting a wide range of ICT for development initiatives at ESCAP and the United Nations Economic Commission for Africa (ECA) as Senior IT Officer. She started her UN career in the area of ICT for Development at the Regional Bureau for Asia and the Pacific, the Bureau for Development Policy and UNDP Country Office in Bhutan from 1997 to 2002.
Ms. Okuda obtained a BA from Kyoto University (Japan), MA from Helsinki University (Finland), and has currently been enrolled as a research fellow on e-governance at the United Nations University – Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) in the Netherlands. Her academic articles on broadband and AI were published by the Lee Kwan Yew School of Public Policy. Among other publications and research papers, she was the author of a chapter on e-resilience in the 2018 UNDESA E-government Survey and a recent ESCAP blog on digital resilience against COVID-19.
Patrick is a Senior Solution Architect for WCC, based in the Utrecht office with extensive background in Employment related software Implementations with vendors such as WCC, SAP SuccessFactors, Oracle, PeopleSoft and Workday.
Prior to joining WCC, Patrick worked as a senior solution architect at Korn Ferry, a global organizational consulting Firm. He has a broad experience with Integrations between Employment products and external systems that spans across sectors including financial services, consumer, retail, technology, telecommunications, manufacturing and Public sector.
Patrick holds a master of business administration and master of science from Twente University, school of management studies and is a fluent Dutch and English speaker.

Paul McCann is Managing Director of McCann Consulting International Pty Ltd. Paul has over 40 years network planning & development experience in telecommunications both in international and domestic arenas. Prior to returning to consulting in 2012, Paul spent over 8 years with Verizon in Asia Pacific, driving growth of Verizon’s network across Asia by developing & implementing plans delivering major operational cost reductions and improved service performance. Paul is now Managing Director of his own consulting business where the core business focus is on “connectivity” with expertise spanning all aspects of planning and development for Satellite, Submarine cable and Domestic access technologies and business. John Hibbard has worked in the telecommunications industry for over 40 years, and for more than 30 has been associated with submarine cables and international activities. An Engineer by qualification, John worked for much of his career at Telstra finishing as Managing Director of Global Wholesale. John was the inaugural Chairman of Australia Japan Cable which he guided to a successful implementation.
Since 2001, John has been an independent consultant in his own company, Hibbard Consulting, involved in strategic and commercial aspects associated with the development and/or implementation of many international submarine cable projects across the Pacific including French Polynesia, Samoa, American Samoa, Tonga, Kiribati, Vanuatu, Solomons, PNG, Palau, FSM, and CNMI. He was President of PTC from 2009 to 2012.
Mr. Aamir Riaz is a Programme officer in International Telecommunication Union (ITU) and is currently a part of the team of its Regional Office for Asia and the Pacific. Currently he is regional thematic lead on Digital Network Infrastructure and Emergency Telecom areas and geographically serves the focal point for ITU membership from North East Asia
Aamir has been working on development of ICTs in the region through country specific actions, sub-regional and regional activities across the region. He has implemented several initiatives and programmes in partnership and collaboration with international/regional organizations like ASEAN, APT, PITA etc.; Administrations including, Korea, Australia, China, Japan etc. amongst others and industry including Kacific, Intelsat, Forum Global, Ericsson etc.
His recent work has been in ICT development activities particularly on areas related, ICT market regulations, policies and wireless innovation strategies with emphasis on issues related to RF Spectrum.
Prior to joining ITU in 2013, he had been working in ictQatar (now CRC Qatar) from 2010 to 2013 as National Spectrum Manager where he implemented several management and planning initiatives. From 2007 until 2010 he performed his duties as Assistant Director in Strategy and Development department of the Pakistan telecomm Authority.
Mr. Aamir is an Electrical Engineer from National University of Science and Technology (NUST) Pakistan and possesses advanced degree in Radio-communication from École Supérieure d'Électricité (SUPÉLEC) France.
Mr. Masanori Kondo, Secretary General of the APT, brings to his post over 25 years of eminent experience and expertise both in national and international stage
Before joining APT, Mr. Kondo had long tenure with the Ministry of Internal Affairs and Communications (MIC), Japan. His international experiences include working as a diplomat at the Japanese Embassy in Jordan (1996-1999), and as a policy maker for bilateral and multilateral issues for G7, OECD, APEC, ITU etc. (2002-04, 2008-2014). He also implemented many projects under PPP in ICT field and collaborated with many international organizations and private sectors.
Mr. Kondo holds B.A. in Economics from Keio University in Japan and MSc. in Economics from the London School of Economics (LSE) in the United Kingdom. He was also a visiting scholar at Harvard University (Weatherhead Center for International Affairs, 2003-04) in the United States.
Dennis is responsible for building Viasat’s business across Commercial markets in the Asia Pacific Region including working with business partners in preparation for the launch of the Viasat-3 satellite in 2021.
Dennis has 30 years’ experience working in the Satellite industry including 10 years as a Field Engineer with Scientific Atlanta and the last 20 years working in senior Management at Viasat Australia.
Dennis notably worked on the Australian Government’s NBN Skymuster project from the early bidding phase through to the completion of the ground infrastructure.
Dennis is a member of the Viasat Australia team for the build and business development of Viasat-3 Asia Pacific and Dennis has also been involved in the rollout and business development of Viasat’s Global Real Time Earth – remote sensing network.
Dennis graduated as a Technical Officer with qualifications in Satellite Field Engineering covering all aspects of satellite ground station technology. Dennis has lived and worked in over 15 Countries including Australia, SE Asia, Pacific Islands, Africa, South America and the Middle East
Alan Cheng is the Sales Manager for SES Networks in the Pacific region. Prior to working with the company in 2017, he has served in various technical and commercial roles in the IT, telecommunications and the satellite industry.
Alan is based in Adelaide, Australia and holds an engineering degree from the University of Adelaide.
Cédric joined PCCW Global in 2015. Prior to head Voice and GIS sales in Asia, he was responsible at the headquarter for the product marketing and strategy, with a focus on mobility solutions and working closely with the Voice team.
He has been based in Asia since 2006 and holds a wealth of industry experience, especially the mobile ecosystem, having worked for companies such as US-based Comverse and Syniverse, as well as Sweden’s Telia.

Christian Patouraux (MBA’03D) is the founder and CEO of Kacific Broadband Satellites Group – a company he founded in 2013. Driven by the belief that “there is only one internet” – and that therefore access and quality level should be universal, Christian assembled a team of satellite and telecom industry veterans to build Kacific, a company that would design and launch an advanced telecommunications satellite and offer reliable satellite broadband to underserved parts of Southeast Asia and the Pacific – at low cost, no matter where and to whom.

Craig Stabler was educated in Scotland and now resides in the Netherlands. He has over 30 years of experience in the fields of Data Networking, Telecoms and IT Security and has co-authored two books on the topics of ‘Enterprise Security Architectures’ and ‘Addressing Emerging Threats and Targeted Attacks’. Craig has worked internationally for organisations including Nortel Networks, Shiva, Internet Security Systems, IBM and now is a Senior Solution Architect at the WCC Group. Craig has a Master of Engineering degree from Heriot-Watt University, Edinburgh, Scotland is a Certified Information Systems Security Professional (CISSP).

David Robertson is the Director of International Networks at Telstra, where he is responsible for network engineering, IT infrastructure and operations outside Australia
In this role, he ensures strategies for maintaining and enhancing Telstra’s network leadership globally are aligned with its domestic operations. Telstra owns the largest and most diverse subsea cable network in Asia Pacific, which carries about a third of the region’s Internet traffic.
David’s career at Telstra spans over 35 years, including previous roles in managing Telstra’s core network in Australia, and in Operations. During this time, he implemented a number of world-firsts in emerging technologies across IP and Optical Solutions and Products.

Mohaned Juwad is responsible in assiting Intelsat’s strategic long-term spectrum position in the marketplace. Peter Liversidge is currently Director of Engineering for the Alpha Wireless Ltd Australian subsidiary R&D office. He is also Chairman and Technical Director of Lens Antenna Technology, a Hong Kong-based company having distribution rights in Australia and NZ for Matsing Inc, a Singapore/US company developing metamaterial Luneburg Lens antennas. In addition to this, he works as Principal Consultant for Maser Technology Group’s RF Division.
In previous roles, Peter was Director of R&D for Commscope’s Sydney-based antenna development office, and before that Engineering Manager for Argus Technologies, an Australian-owned vendor of high-performance base station antennas that had a relatively small but enthusiastic global following. Before Argus, Peter was an RF Design Engineer at Interscan, a company spun-off from CSIRO to develop microwave landing and surveillance radar systems. At Interscan, he was part of the team that designed the first Australian base station antenna for the mobile telco market back in the early 1990’s.

Prior to joining Intelsat, Robert held technical, sales and marketing management positions for Telstra, Optus, Bell Canada and Hills Industries. During this time, Robert has led teams of specialist satellite staff highly experienced in design, engineering, product and project management. Robert went on to lead Intelsat’s Oceania team creating solutions which enable connectivity for the region’s most remote customers. Today, working with Intelsat, Robert is helping to re-define the role of satellite as a technology to compliment core telecom demands rather than just providing solutions at the margin.
Robert has his Master of Business Administration (MBA) from the Southern Cross University and is a Telecommunications Graduate of Telstra’s Training Academy. James joined Docomo Pacific in 2010 and serves as the company's Chief Legal Officer. Reporting directly to the CEO and Executive Management Team, his primary scope of work encompasses a wide range of legal, regulatory, and strategic functions, including working closely with federal and local regulators, law enforcement and auditors. James graduated in 2005 from Washington University, with a J.D. and MA in Japanese Studies. He is conversationally fluent in Japanese and previously lived in Japan for several years.

Aftab Siddiqui joined the Internet Society (ISOC) in November 2016. Prior to joining ISOC, Aftab worked as an Australian network integrator and at a Pakistani ISP. He has a strong technical and operational background. Mr. Siddiqui has been a key contributor to the global, regional, and local efforts in the APNIC community and has been an active participant in SANOG, APNIC/APRICOT and MENOG for many years.
Kong Ban Yip, APAC sales VP, has more than 28 years of Public and Private Sector experience. He’s led regional Public Sector businesses for several Multinational companies, managed the global Public Sector Consulting business for one of the largest Telcos in APAC, and served as Regional Head of Public Sector for a top mobile device conglomerate. He has held successful roles on several large-scale ICT and digital Government projects including World Bank and ADB in various APAC countries, and collaborated with Ministries and National ICT Authorities to help implement their digital Government vision.
Paul Wilson has served for over 20 years as the Director General of APNIC, the Regional Internet address Registry for the Asia Pacific. In this time, he has led APNIC to success as an independent non-profit provider of critical resource services, technical assistance and capacity building for Internet development throughout the region. Paul has worked as an expert and leader across the full range of communities and organizations involved in Internet development, including ISPs and network operators, non-profit organizations, governments and governmental agencies; and with many key organizations including RIRs, the IETF, ICANN, ISOC, APEC-TEL, the ITU and others.
Kaung is a Market Engagement Manager based out of Singapore. He builds and develops relationships with mobile operators and start-ups in South and Southeast Asia, and supports the start-ups Ecosystem Accelerator will be funding through the Innovation Fund. His key focus is the Asia Pacific ecosystem.
Kaung started his career as a software engineer and business development in Singapore’s manufacturing and software development industry. On his return to Myanmar in 2014, he co-founded Myanmar’s first start-up accelerator: ideabox. Following that he co-founded Digital Kaway Ltd where he continues as an advisor to the digital marketing firm.
Kaung holds a degree in Engineering from Hong Kong Polytechnic University and a Masters in Management of Technology from National University of Singapore.
Dr. Jongbong PARK joined the Secretariat of Asia-Pacific Telecommunity in July 2015 as a Director, Project Development. Dr. PARK is responsible for the Work Programmes of APT including capacity building programme, development projects, various forums, and regional preparatory meetings.
Before he joined APT, he had worked for ICT standardization organization, Telecommunications Technology Association of the Republic of Korea, and had involved in various international arenas through joint projects with ITU and funding institutions, such as AfDB (African Development Bank) and IDB (Inter-American Development Bank).
His academic background is ICT technology management and he holds a Doctor’s degree on ICT standardization.
Julian is the Head of Asia Pacific for the GSMA, leading a highly experienced cross functional team to advance the impact, growth and sustainability of digital economies by collaboration between the mobile industry, policy makers and ecosystem. Jeanette is Head of Public Policy, APAC at the GSMA. Her role entails providing public policy support for mobile network operators on telecoms, data privacy, spectrum policy, IoT, 5G and competition policy.
Before joining the GSMA Jeanette ran a Telecoms Media and Technology consultancy firm where she led a wide range of projects including development of fixed broadband strategies and business plans for mobile operators across Asia: China, Hong Kong, India, Indonesia, Malaysia, Macau, the Philippines, Singapore, South Korea Sri Lanka and Thailand.
Jeanette is a former British Telecom Director where she held senior roles in the areas of strategy, portfolio management, product development, Merger& Acquisition and IT.
Jeanette graduated from Loughborough University in the UK with a BSc (Hons) in Management Sciences. She is a Sloan Fellow with an MSc from London Business School and has a post graduate Diploma in Marketing from the UK-based Chartered Institute of Marketing.
Stewart is the Executive Vice President and the O3b mPOWER Programme Lead at SES, the leader in global content and connectivity solutions. He is responsible for ground/space engineering and procurement, as well as technical innovation and product development for O3b mPOWER.
Prior to joining the company, Stewart held the role of CTO of O3b Networks, which has today combined with SES’s data business to form SES Networks. His former position of SVP of Planning & Procurement at SES made him responsible for satellite and launch vehicle procurement activities, satellite fleet technical planning and innovation program management. His team also performed technical risk analysis as well as support of the fleet launch and in-orbit insurance placement activities. In a prior role as SVP Customer Service Delivery at SES, Stewart also supported O3b activities. Stewart has fulfilled various satellite and payload operations roles for BTI, Intelsat, ICO, NEW SKIES SATELLITES and SES. Sanders was also a team member of the Intelsat/NASA satellite re-boost mission in 1992. He was instrumental in forming the Space Data Association, for which he was the founding Chairman; the unique industry data-sharing organization won both SSPI and World Space Risk Forum innovation awards in 2012.
Hamish is a telecommunications executive with experience working with a breadth of operators from incumbent international telco’s, managed service providers, submarine cable developers and entrepreneurs across global markets, including Oceania, Asia and Europe. With 15+ years in the Pacific Islands in both the sub-sea cable and satellite industry, Hamish offers deep knowledge in providing quality solutions with a focus on customer success.

Keir Preedy is the CEO of Solomon Submarine Cable, based in Honiara, a post he has held for four years. He has 8 years of experience working and residing in the Solomon Islands. From mid 2012 to late 2015 he was Chief Technical Officer then Chief Operating Officer of Our Telekom. He left in late 2015 for an opportunity in Azerbaijan as the CEO of a combined MOCN network sharing company serving two large mobile operators in Azerbaijan. He was approached by SIG to return to Solomon Islands late in 2016 to head the restart of the submarine cable project. He has over 30 years experience, mainly at C level in Telecommunications operators, gained all over the world. He is a dual British and Australian citizen.
Allister brings a solid 20 years of sales experience, predominantly in the telecommunications and IT industries. He spent over a decade in total at Spark/Telecom and Intrado (formerly 'West'). He has dealt with a range of customer needs from large publicly listed companies to SMB's dealing, and taken a lead on advanced products.

Mrs Gisa Fuatai Purcell is the Regulator for the Government of Samoa. Prior to this appointment she was Acting Secretary-General for 2 years at the Commonwealth Telecommunication Organisation (CTO) and Director, ICT Development.
Before working for the CTO, she was working at the ITU as the Head of the ICT development, climate change adaptation, emergency telecommunication and e-waste for Least Developing Countries, Small Island Developing States, Landlocked Developing countries and countries with economies in transition. She has over 30 years experience in Telecommunications and Information and Communications Technology (ICT) development at the national, regional and international level. Gisa has over 30 years’ experience in ICT development at the national, regional and international level.

Roy Wittert has 30+ years’ experience in the IT and Communications industry included distribution, channel development and sales management, carrier sales, managed services and video conferencing.
He holds a degree in Electrical Engineering and a Post Graduate Diploma in Industrial Engineering from the University of the Witwatersrand, in Johannesburg South Africa. Roy also completed a Certificate in Marketing and Industrial Marketing and an Executive Development Program from the same University.

Vajira Wijesinghe is a board member of NCINGA PTE LTD and is a Telecom Engineer by profession. Vajira was a founding member, COO and Acting CEO of N-able Pvt Ltd. He was also part of the leadership team of Millennium IT ESP where he started his career. Vajira earned his B.Sc in Electronics & Telecommunication Engineering from the University of Moratuwa, Sri Lanka and leadership trained from INSEAD business school Fontainebleau, France. Vajira has helped many Telecoms in the South Asian region with transformative solutions during the 20+ years of his career.
Tony Mosley specializes in Telecommunications Operations specifically Wireless, Wireline, Broadband and Wholesale markets. He has been in the Telecommunications industry for 25 years having worked for MCI International, GTE International and Verizon Business as General Manager of Micronesian Telecommunications Corp and Chief Operating Officer of Pacific He also worked for Metaswitch Networks covering the Asia Pacific region based in Guam and Manila.
He is currently the Director of Business Development for Ocean Specialists Inc. supporting several Pacific Subsea Cable builds. Has been a member of PTC and PITA since 1998 and 2001 respectively.
Tony served in the US Navy as a Lieutenant Commander in the Supply Corps and is a graduate of the United States Naval Academy in Annapolis Maryland.
